Mandatory levy, no membership
The agricultural chamber of the Centre-Val de Loire region: a public body under state supervision, run by elected representatives of agriculture. It coordinates the region's 6 departmental chambers (Cher, Eure-et-Loir, Indre, Indre-et-Loire, Loir-et-Cher, Loiret), draws up the regional agricultural development programme and represents farmers' interests before the region and the state. Farmers get advice, training and help with paperwork mainly from their departmental chamber.
There is no membership: farmers do not join or pay a fee. The chamber is funded by the TFCA (CGI art. 1604), paid by every owner liable to the land tax on non-built property (TFPNB) in the Centre-Val de Loire region — even if they do not farm and the land is not used for agriculture. A tenant farmer reimburses half of the TFCA to the owner. Chamber members are elected every 6 years by farmers and other agricultural voters (most recently in January 2025).
There is no membership fee. The chamber network is funded by the TFCA (taxe pour frais de chambres d'agriculture, CGI art. 1604), a surcharge on the land tax on non-built property (TFPNB). Its base is the same as for the municipal share of the TFPNB (80% of the cadastral rental value); the tax office derives the rate from the revenue voted by the chamber, and the revenue is limited by an annual state ceiling. It appears on the taxe foncière notice and is paid together with it. The TFCA is collected by the departmental chambers, which pass part of it on to the regional chamber. For rented land, the tenant (fermier, métayer) reimburses half of the TFCA to the owner. Some advice and training is charged separately.
