Mandatory levy, no membership
The statutory chamber of agriculture of the city-state of Hamburg, the self-governing body for agriculture and commercial horticulture, based at the Brennerhof (Grünes Kompetenzzentrum). It advises on farming, horticulture and fruit growing, water protection, subsidies, marketing and socio-economic questions, supervises vocational training and runs further training. Two thirds of its assembly are employer and one third employee representatives.
Farmers do not join: the chamber is partly financed by a levy (Umlage) on agricultural and forestry holdings. The levy applies to agricultural and forestry holdings in Hamburg as defined by the Property Tax Act (Landwirtschaftskammergesetz § 16). For the exact conditions since the 2024 amendment, please ask the chamber.
Under the 2019 text of the law, the levy was based on the unit value, at a per-mille rate set each year by the chamber assembly; the authority collects it and passes it to the chamber after a 4% cost deduction (§§ 16–17). The October 2024 amendment adapted the rules to the property tax reform (from 2025 based on the Grundsteuerwert). The chamber does not publish the current rate — please ask directly.
