Mandatory levy, no membership
The interbranch organisation of the French cow's milk sector, bringing together the federations of dairy farmers, dairy cooperatives, the dairy industry and trade/catering. It sets rules and testing methods (e.g. paying milk by composition and quality) and funds research, market and statistical analysis, promotion and export development. It is financed by the extended interbranch levy (CVO).
Members are trade federations; farmers are not direct members. The order of 19 December 2025 extended the agreement of 20 November 2025 for 1 January–31 December 2026 to all French cow's milk producers, cooperatives and companies collecting/processing milk, and trade — so every producer delivering cow's milk to a processor pays, whether a member or not.
A volume-based levy on cow's milk delivered to processors; the processor deducts the producer's share from the milk payment each month and pays it to CNIEL. Under the 2023–2025 agreement it was EUR 1.662 per 1,000 l, of which EUR 1.22 paid by the producer and EUR 0.442 by the processor. The 2026 amount is in the agreement published in the BO Agri (not verified by us) — ask your milk buyer or CNIEL.
