Mandatory levy, no membership

Who are they?

About

The interbranch organisation of the French cereals sector, bringing together the federations of growers, collectors/traders and first processors (e.g. millers). From the extended levies it funds research, development and trials (72% carried out by ARVALIS-Institut du végétal), as well as promotion, communication and economic and market analysis.

Who is it for?

Is it mandatory?Mandatory levy, no membership

Members are trade federations; farmers are not direct members. The extended agreement applies to every cereal grower who sells grain to a collector: the collector deducts the growers' levy. No levy is due on grain processed by a third party and used on the farm as feed (grain–feed exchange).

Legal basisCode rural et de la pêche maritime L632-3, L632-6 + Arrêté du 24 avril 2025 (JORF n°0102, 2025.04.30; NOR AGRT2511751A) — a 2025.02.18-i megállapodás kiterjesztése a 2025/26–2027/28-as gazdasági évekre (2028.06.30-ig)

What does it cost?

Membership fee

Growers' levy, unchanged from 2025/26 to 2027/28: EUR 0.63 per tonne (no VAT) of collected grain: soft wheat, durum, barley, maize, rice, oats, rye, sorghum, triticale, spelt, millet, buckwheat, quinoa, amaranth, canary seed, mixed grain and tritordeum. The collector (organisme stockeur) deducts it at delivery and pays it quarterly; collectors themselves pay a further EUR 0.03/t and millers EUR 0.20/t of flour.

Fee basis: area/volume-based
