Villányi Borvidék Hegyközségi Tanácsa is the regional body of the wine communities of the Villány wine region. It adopts the wine region's rules, handles the vineyard-site register and represents the region's wine communities. Growers are not direct members: they belong through their local wine community.

Farms are not direct members: the council's members are the wine communities of the region (Hungarian Act CCXIX of 2012, §§ 22 and 24). Mandatory membership applies in the local wine community.
