No direct farmer membership
The national association of Italy's land-drainage and irrigation consortia (Consorzi di bonifica e di irrigazione), based in Rome with regional ANBI bodies. According to its figures the member consortia run about 231,000 km of irrigation and drainage canals, 16,700 km of embankments, 914 reservoirs and 1,668 pumping stations over some 17.9 million hectares. ANBI represents the consortia, signs agreements (e.g. with Civil Protection) and provides technical information. It matters to a farmer whose land lies within a consortium's district.
ANBI has no farmer members; its members are the consortia. Farmers deal with their local Consorzio di bonifica: under Codice civile art. 860 and R.D. 215/1933 art. 10, owners of property within the consortium district (comprensorio) pay a "contributo di bonifica" if the property draws a direct and specific benefit from the drainage works (the courts hold that merely lying within the district is not enough). Irrigation water is charged separately. Detailed rules are set by regional laws.
ANBI charges farmers nothing. The local consortium's contribution (contributo di bonifica) depends on the benefit to the property under the district classification plan (piano di classifica); the local consortium tells you the amount.
