Mandatory levy, no membership
The statutory chamber of agriculture of Rhineland-Palatinate, based in Bad Kreuznach with offices in Alzey, Neustadt and Koblenz. It represents agriculture professionally: it gives advice (vines and wine, livestock breeding, farm business), runs vocational training in 14 green occupations and provides market information. With about 64,000 ha of vineyards in the state, viticulture and wine are a major focus. The chamber is financed by a contribution collected with property tax.
Farmers do not join; they pay a chamber contribution (Kammerbeitrag). It is levied on every agricultural and forestry holding in the state (arable, grassland, forestry, vineyards, horticulture, fisheries) that is not exempt from property tax (LwKG §§ 2 and 15). The property tax debtor pays; for leased holdings the tenant is jointly liable, and unless agreed otherwise the owner can recover it from the tenant (LwKG § 17).
The base is the property tax base amount (Grundsteuermessbetrag, LwKG § 15); the chamber sets the rate (Beitragssatz) with its budget. For 2025 it is 200% (budget statute 2025). Forestry holdings of the state and municipalities pay one third of the rate. It is due with property tax and is assessed and collected by the municipalities (Verbandsgemeinde) (LwKG § 18). We did not find the 2026 rate — please ask the chamber.
