Mandatory levy, no membership
Chambre d'agriculture Pays de la Loire is the single agricultural chamber of the Pays de la Loire region: it was created on 1 January 2024 by merging the regional chamber with the five departmental chambers (Loire-Atlantique, Maine-et-Loire, Mayenne, Sarthe, Vendée), which continue as territorial chambers. It is a public body under state supervision, run by elected farmers' representatives. It offers advice, training, help with setting up and handing over a farm, and production and environmental support to farmers in the region, and represents agriculture's interests. Seat: Angers.
There is no membership: farmers are not members of the chamber and do not have to join; its services are open to all farmers in the region. The chamber is funded in part by the TATFNB (taxe additionnelle à la taxe foncière sur les propriétés non bâties, Code général des impôts Article 1604), paid by every owner of undeveloped land (arable land, meadow, forest, etc.) in the region (Pays de la Loire), whether they farm it or not. For rented land the tenant (fermier, métayer) refunds half of the tax to the owner. The chamber's members are elected; farmers, farm employees and landowners vote.
No membership fee. The TATFNB appears on the annual tax notice together with the land tax (taxe foncière sur les propriétés non bâties), on the same base (the cadastral rental value of the land). The rate is set by the chamber's approved revenue divided by the total tax bases in its area; the chamber tax may rise by at most 15% from one year to the next. The tax is levied within the chamber's area and goes to the chamber. There is no fixed amount — you can see your share on your own land tax notice.
