The agricultural chamber of the Warmian-Masurian Voivodeship: the farmers' self-governing body set up by law, based in Olsztyn and operating under its statute of 26 June 2020. Its district councils (rady powiatowe) work in the region's 19 districts. It represents farmers' interests, comments on draft legislation, offers free legal advice and deals with land matters, game damage, farm tourism and children's camps. Together the 16 regional chambers form the national council Krajowa Rada Izb Rolniczych (KRIR).
Membership by law (conditional) – ustawa o izbach rolniczych, art. 1(2) and art. 3(3). Every natural or legal person who pays agricultural tax (podatek rolny) in the Warmian-Masurian Voivodeship, or income tax on special branches of agricultural production (dział specjalny produkcji rolnej), is a member by law; so are members of an agricultural production cooperative (RSP) based in the region who have contributed land to it. Agricultural tax is due on land registered as agricultural land (użytki rolne), even on small plots. No application is needed: membership comes with paying the tax. Forest tax paid on woodland does not make you a member.
There is no separate membership fee. The municipality (gmina) transfers 2% of the agricultural tax it collects to the chamber (art. 35(1)(1)) within 21 days of each tax instalment's due date – this comes out of the farmer's tax and is not an extra charge. The law also allows voluntary membership fees and charges for services; the chamber's website does not publish any such amount.
