No direct farmer membership
The national council of Poland's 16 regional agricultural chambers (izby rolnicze), set up by law and based in Warsaw. Its members are the chamber presidents plus one delegate from each chamber. It represents the chambers before the Sejm, the Senate and the government, comments on agricultural legislation, calls the chamber elections and, as a Copa member with a Brussels office, also represents Polish farmers in the EU. Farmers deal with their regional chamber.
Individual farmers cannot join directly: by law the KRIR is formed by the 16 regional chambers (ustawa o izbach rolniczych, art. 37). A farmer is a member of their regional chamber by law if they pay agricultural tax (podatek rolny) or income tax on special branches of agricultural production there, or are an RSP cooperative member who contributed land – and is linked to the KRIR through it.
Farmers pay nothing directly to the KRIR. It is financed by contributions from the regional chambers (art. 43), which come from the chambers' income, i.e. 2% of agricultural tax; the amount is set by a KRIR resolution.
