The provincial agricultural chambers of Castilla y León are public-law bodies (corporaciones de derecho público) governed by Ley 1/1995; under the law there may be one in each province, based in the provincial capital. They are advisory bodies: they give opinions to the regional government (Junta de Castilla y León), manage their assets and carry out tasks delegated to them; under Ley 1/2014 they give legal and administrative advice to the local agricultural boards (Juntas Agrarias Locales) on common grazing. They may not represent farmers' interests — that is the job of farmers' organisations. The Junta has already dissolved several provincial chambers (e.g. Palencia, 2016); ask the Junta's agriculture department whether a chamber still operates in your province.
There is no membership and no compulsory fee. In chamber elections (most recently on 2 December 2012) voters were adult farmers who personally farm in the province and are registered for this in the farmers' social security scheme (SETA/RETA), and family members working with them (Ley 1/1995, art. 14).
No fee: by law the chambers are funded by the regional budget, other public contributions and income from their own assets (Ley 1/1995, art. 18). Of the value of common grazing rights, 6% goes to the provincial chamber (or its legal successor) for advising the local boards; it is deducted from the grazing rent, not paid separately by the farmer.
